Why do I get an error when setting monitor mode if the interface is monitor mode capable?

    Supported extended features:

and:

iw dev

    Interface wifi1
        ifindex 19
        wdev 0x400000001

        txpower 42949608.96 dBm

However, when I do:

ifconfig ath0 down && iwconfig ath0 mode monitor && ifconfig
ath0 up

I get this error:

Error for wireless request "Set Mode" (8B06) :
SET failed on device ath0 ; Invalid argument.

Also, when using sudo, I get:

-ash: sudo: not found

Although I’m in the root user, maybe I have some restrictions in the permissions? Is there anything I can do to get the wireless interfaces in monitor mode?
