Problem with writing in Hebrew in LyX

I’m using LyX to write in Hebrew. I was using LyX 2.3.1 and wished to update it to the newest version, so I followed the installation instructions from LyX wiki. About a month ago I’ve done the exact same thing on another computer and everything went smooth, but now it doesn’t work and I’m frustrated and close to go back to pen and papers…

It looks like the language settings are not correct; first, somehow on my other computer it writes in LyX in Hebrew even though the computer language is English, but now I have to turn the computer languate to Hebrew. But the main problem is that I cannot compile any file, either in Hebrew or in English, and receive the following error:
