Looking for an elegant way to display "Tags" linked to Headlines? Tags themselves are references to specific sections of legal text

I have the following:

1. Heading (A.C.211)
   Text text text text

2. Another Heading (A.C.322)
   More text more text more text

and so on, where the A.C.xxx is a paragraph reference within a regulatory document (a pdf hosted on the web).

Is there a more elegant way to present/format these tags (the A.C. refs) rather than just manual typing beside headers?
