How to change Heading of chapter

I want to change head of chapter as in the next picture in the class memoir

The memoir class comes with a huge selection of chapter heading styles, and new ones can be defined with some ease if none satisfies, see Madsen's "Various chapter styles for the memoir class". All examples are available for use/tweaking. I'm sure some digging will unearth even more.
