How can I migrate a shared MiKTeX installation to a private one, or vice versa?

I have currently installed MiKTeX in the shared configuration on Windows, and updating it is a bit of a headache, when I have to relaunch the MiKTeX Console (possibly twice or more) to ensure user and admin updates are in sync.

Is there a way to migrate my current install to a user-only setup, without removing and reinstalling the whole thing? Can I simply move the relevant files from %PROGRAMDATA% and %PROGRAMFILES% to %APPDATA% and %LOCALAPPDATA% respectively?
