Error, Can't locate TeXLive/TLConfig.pm in @INC, Am I missing a package?

I am getting the following error when I run tlmgr:

Am I missing a package ?

I installed the texlive-full package on Void Linux then I realized it is too big so I uninstalled and then installed the texlive-minimal package… During installation of texlive-minimal I got some errors about something not being able to build something(fmtutil error)…Am i good ?
