Adobe Photoshop 2020 Menu Disappeared (NOT the toolbar)

As can be seen on the screenshots below, the titles in the menu bar and each window disappeared. It seems that the menu itself is still there because I can choose options blindly clicking on the buttons where they supposed to be.
The issue happened after a sudden computer power cut during work in Photoshop. Pressing "F" to change the view mode or choosing another workspace or even reinstalling the program doesn’t help.

I've had this happen to me a couple of times.
In my case, for some reason the toolbar is undocking itself and overlaying on top of the menu bar. If I click the window 'restore' button on the top right (next to close), or double left click the blank area on the menu bar, to resize the window, the menu reappears. I can then redock the toolbar in the correct place.
I hope this works in your case also.
