almost all have a miminmum purchase when openning a wallet and purchasing the first time. be careful that you read the fine print, Moon pay charges your card like a cash withdraw and that creates a charge on your personal banking account at alot of banks i like using coinbase because it is fast but the cheapest waay to do itr is open up a bitso account buy eth then send it to the coinbase account and trade for xlm or where eerv its cheaper thenm paying the fees to moonpay

From my understanding you need to fund above account and that need to be account that's not from CEX.IO.

You may buy from other and send it's to your account once your account funded it's will activate automatic.
