Apple iPhone: tool for groupping photos into folders/tags

There are lots of photos of various paper-alike entities on my phone, like idea notes, business cards, design reference screenshots, meeting notes, etc. And they all share the same property: rendering useless if not being organized properly.

Is there a dedicated piece of software or built-in tool to organize photos into folder hierarchy or, even better, tag hierarchy?
