First the creator of the tinygps library provides a complete wiki page full of informations including many functions and the difference between the tinygps and tinygps++ go here all the gps library work correctly but always people improve library's due to some problems exist or to add more features to improve the coding reliability. So don't worry about the difference but choose the right library for your project.
