Lunar Reconnaissance Observer 1-way data use

I’m performing a Relativity study on 1-way light transmission, and I’m trying to use NASA Lunar Reconnaissance Observer (LRO) mission data as in https://www.nasa.gov/mission_pages/LRO/main/index.html. They have been recorded during laser ranging sessions and made available in Consolidated Laser Ranging Data format (CRD – https://ilrs.gsfc.nasa.gov/docs/crd_v1.01.pdf), for example at ftp://edc.dgfi.tum.de/pub/slr/data/npt_crd/lro/2009.

Unfortunately LRO data are stored into CRD files in a "hexotic" way, i.e. the correlation data provided for translating the time of seconds info into spacecraft time cannot be applied as per CRD specs, and it looks other spacecraft information is needed to get the proper spacecraft laser transmission stop timestamping from it.

I wonder if anybody else has used those files for other researches and could explain how to perform the correlation of the reported time of seconds into a "usable" (e.g. spacecraft proper time) receive time, in order to me to process is for comparing it with ground transmission UTC timestamp.
