How does one distinguish potential energy from other energies in a system?

So, in this stack post I made, ZeroTheHero had answered that we can use the Taylor expansion of a potential function to derive the spring constant for motions involving small disturbance. Now, my question is how do we identify the potentials for Taylor expanding in such motions? Is an explicit dependencies on position variables enough for an energy to be considered a ‘potential’?
