How can you make water more reflective without turning it to ice?

Was thinking about how ice is reflective, and some previous ice ages had a run away freeze because the glaciers grew and reflected more sunlight.

Can you make water just more reflective? without taking out energy.
If you can make a thin surface film you could artificially grow glaciers.
