Frame dragging: is the velocity of the points of the 'frame' around a star inversely proportional to the square root of distance from the star?

Is the velocity of the frame around a star inversely proportional to the square root of distance from the star? In other words does it move simmilarly as astrophysical objects like planets or comets do?
