Are the gravitational mass and inertial mass different qualities of a particle?

I can’t understand how the same quality like mass can have different way to be defined. Is mass a quality that resist the movement of a particle in space (inertial mass) or the quality that moves particles towards each other? And how do they have the same experimental connection?
