Order of connecting/disconnecting and turning power on/off when connecting camera to computer

Is there an order like: "First turn on the camera, then connect the USB cable to computer" or vice versa? Also for disconnecting: "First turn off the camera, then disconnect the cable"?

Is there a risk if you don’t follow orders like this? How much does it affect the camera?

I have a DSLR camera.
