kodak m35 advance wheel does not roll the film but when there is no film, the spool roll just fine

Someone please help me. When I load the film onto the take-up spool, the film does not advancing (the film is not rolling in). But when I unload the film, the spool is rolling. What should I do ? I replaced the battery but its not working too.
