Paypal to Transferwise fee-free

I have a PayPal account, and want to transfer money to Transferwise. I have a borderless account in Transferwise, and my question is this:

For a free transfer from PayPal to transferwise, I need to set the same currecny as default in both sides. But, what about location, does PayPal has to have user who is located in USA, and the routing number of Transferwise to be in USA?
