How can I obtain a government guaranteed student loan in India?

I want to avail myself of a students loan with a government guarantee which is announced a few days back by our CM of WB, India ( as much as I am aware of) with a govt signed students card after the state election. how to avail of it?

do we need to pursue through the collages ?
do we need to pursue to the local municipality?
all of these are not announced.

what is the necessary proof of evidence that I must show there?
