OBD2 Mode 3 No Response

I am communicating with my car OBD2 port with STM32 microcontroller board
and got success to get response to basic PIDs such as Service 01 and 02 and even got response of service 09 PID 02 to get 17 bytes VIN number.
But when I request Service 03 (Show stored Diagnostic Trouble Codes) – Vehicle’s ECU doesn’t response

FYI, Service 01 PID 01 provided information having MIL indicator ON and three DTC codes available
[ 83 7 E1 ]

I tried the service 03 with both ignition ON(Engine started) and OFF
and even tried service 04 to clear the codes and turn off MIL indicator.
but no response and still MIL indicator is ON.
Can anyone help me in getting DTC codes and clearing them?
