How to add condition to the rate table (shipping methods)?

I’m using magento 2.3.4, I’ve added a "Price vs. Destination" condition, and I’ve uploaded my table of conditions in csv. but I would like to know if there is any way to apply the shipping amount with percentage X% of the subtotal of the order, and apply a certain percentage to different zip codes,
I have thought of modifying the file and adding more fields and making the internal conditions in the shipping module.
anyone have any idea how to implement these conditions?

The total amount of the order was 500, and the shipment goes to USA, HI, 15% of the total order would be applied to the shipment amount
