Auto-select and apply whichever offers higher discount: Special Price/Catalog Price Rule or Cart Price Rule (coupon)

I have seen some of the shopping websites which run promotions across the site and offer base-discount. They then also give coupon code to all kind of users via dm on social media sites.

For example:

• Product ‘A1’ has original price: $100 , special price: $80 – discount: 20%
• Product ‘B1’ has original price: $100 , special price: $50 – discount: 50%

Discount code: (Sale) offers 30% discount on the original price: A1 will be $70 , B1 will be $70.

Condition: Now when applied at the checkout: the system will check the % of [Discount code: Sale] against Special Price. If Discount Code offers higher discount then it will be applied and if Special Price offers higher discount then it will be applied.

So,
in case of Product ‘A1’ , Discount code will be applied.
in case of product ‘B1’ , Special price will be applied.

Is there anyway to achieve this in Magento 2? If not then how to achieve this and are there any available extension?
