Is it ok that the cable for my dryer circuit is suspended from the ceiling?

I have a dryer line hanging from the ceiling joist. Will it pass code if it’s attached to the poured concrete basement wall? Do I need to put the wire through conduit? Thanks.

No, it's not.
It needs to be protected in conduit or a covered stud wall at least 8' up as measured from the floor. And, like others have said, it needs to be secured.
