Installation of toilet/ sink in basement

Have three pipes coming out of concrete floor- 2 short ones, which Im thinking is toilet and sink. Third one is 2-3 inch diameter and almost 3 ft high.I’m guessing is a vent pipe. Not sure what to do with this pipe. (A do it yourself with no experience project)
