Dry Rods for Rising Damp

Question

I have installed dry rods for rising damp on on the outside of my property. I wanted to ask the holes, should they be left open of filled with something like polyfiller?

Barry I am about to do the same job, and the video's I have seen show the rods being sealed in with Silicone sealant. I am not sure if this is correct but that is what I will be doing.
