Backwater valve access sleeve preventing bathroom work

I want to install a toilet and small sink. These are just temporary until we do a more complete finish of our basement in the future. However, the backwater access valve and sleeve (dark pipe sticking out) is blocking me from installing the sink. Common sense tells me to just cut it off since I obviously cannot do anything with the sleeve sticking out. However, I don’t want to assume anything and mess this up. Looking inside, it appears to be capped off so nothing can fall in and block the pipe. What should I do with the black access sleeve sticking out of the concrete?
