Adjusting an ac blower motor

I lowered the fan speed on my ac unit from high to medium. I want to try the lowest speed, but when I attach the red wire the fan won’t start. I switch back to the blue middle speed and it starts. Is my capacitor weak or is it something else. Thanks.
