Trying to cross-reference data in a CSV with a property title layer in ArcGIS

I have a layer loaded in ArcGIS that contains all property titles in New Zealand:

Each property in that layer is a polygon with a bunch of meta-data, including a property title number e.g.: SA1C/1381

I also have a CSV with this format (example only):

WKT, id, title_no, status
MULTIPOLYGON (((174.8392348 -36.8863553333, ... ,174.8392348 -36.8863553333))), 4455227, 375631, SOLD

I would like to cross reference the two – i.e. I would like the properties listed in the CSV to overlay and/or highlight the properties in the LINZ properties layer (so I can see all properties sold in a particular area as colour coded red for example).

My questions are:

  1. Is this possible in ArcGIS online (or any other low-cost or free GIS platform)?
  2. If so, how could this be achieved? Can I somehow add the CSV as a layer above and will the WKT polygons be drawn? Or is there some way of performing a filter/search or a logical AND operation between the two data sets?
  3. Is it possible to achieve this purely in the UI + Excel or Google Sheets or would it require someone with Python skills or similar?
