How to remove banding in Sentinel-2 imagery over water?

In several L2A Sentinel-2 images, I’ve seen an angular banding effect over water bodies. Another user thought that these seam effects were caused by aerosol scattering affecting each of the S2 MSI detectors. In any case it would obviously be nice to remove this type of artefact. My ideas right now are

1. Rebuild the L2A product from L1B using different parameters in Sen2Cor. Maybe the wrong default parameters were used in the atmospheric correction?
2. Use a SNAP tool or plug-in that I don’t know about yet.
3. Write some custom software to bias correct each detector.

There are some suggestions in this paper, I just don’t know where to start or what the current recommended solution would be.
