How to open .mdf file from HAZUS data to check its contents?

I want to work with HAZUS-MH (US tool for natural hazard modeling) data outside of HAZUS software. I do not have access to ESRI tools and cannot install HAZUS on my machine. So, I decided to use HAZUS data with my own python scripts.

I downloaded state data from here. When I extracted the .exe file I found **.mdf file and a folder with **_HUR_50.bin. Do you know how I can use the file and extract geodata? What is the .mdf file and which open-source tool can open that extension?
