How to get right reflectance from Sentinel-2 LIC images?

I found that the range of DN from Sentinel-2 images is 0 ~ more than 10000. How can I get reflectance(0~1)?
This picture showed the way to get reflectance. But in this way, reflectance will over 1. Reflectance over 1 means what? Abnormal value?
