How to assess the visibility of a feature from anywhere on the landscape (DEM)

I’m wanting to assess the visibility of a feature of a given height from anywhere on the surrounding landscape. It seems like the viewshed tools wont work for this since they show the visibility of the landscape from the feature itself or from set observer points. It seems like I need something like the inverse of the viewshed tool.
