How do I scale my raster x and y values?

I am extracting cross sections from a DEM which is only available in meters. I need my cross section (x,y) data in feet. Scaling the vertical raster values is straightforward enough using the "raster calculator"; ["DEM_Merged1@1" * 3.28] converts my raster values from meters to feet. But, that only solves half the problem. This operation does not scale the raster horizontally.
How can I scale my DEM raster pixels in the X and Y directions to represent feet?
I believe this is covered in ArcGIS with the "Rescale (Data Management)" function.
