Following unclassified document (dated 19 September, 1983) points to a non-operational historic space launch facility at these coordinates (13°40’25.0"N, 80°13’35.0"E).

But looking above coordinates in Google Maps points to bare ground, and from public information available on this, I know the relevant facility could be either one of these two locations about 890 meters southwards.
So I wanted to know if there is way to determine geodetic system used in document. I have tried using following tool to brute force it but nothing seems to come close to real location. For example this link treats historic coordinates as EPSG:4668 (European Datum 1979) and transforms them to EPSG:3857 (WGS 84 / Pseudo-Mercator)
