Exporting to PNG, PDF, JPEG not working in ArcGIS Pro

For whatever reason ArcGIS Pro has recently been unable to export to PNG,JPEG, or PDF layouts containing raster layers without arbitrarily cutting off bits of the raster.
Example below (the blue river portion in layout view crosses the frame without breaks):
Has anyone else encountered this? And if so did you find a work around. And no, before someone asks this is not data on an ArcGIS server (which is known to cause export issues).
