Does Configurable Map Viewer support layer transparency?

Configurable Map Viewer 2.0.0 Beta 2 is not honoring the layer transparency of individual layers in the map service (as configured in ArcMap). On the other hand, transparency for entire map services as configured in CMV configuration files works just fine, but insufficient. Is this a bug, a version incompatibility (I am currently being forced to use an ArcGIS 10.3.1 server), or is there something I missed about configuring CMV?
