ArcGIS Online app launcher display non-licensed apps

I invited a new member to my ArcGIS Online organization with an "Advanced" user type and "Publisher" role. The new member is not licensed with any field apps or the essential apps bundle.

But the member can see the experience builder, field maps(beta), and solutions in the ArcGIS Online app launcher.

So, my concern is if the member is not licensed with these apps, he/she should not be seeing these apps in the app launcher.
