Whad does "sad eyes up glad eyes down" mean?

Out of the lawn, bland Mrs. Haze, complete with camera, grew up like a fakir’s fake tree and after some heliotropic fussing-sad eyes up, glad eyes down had the cheek of taking my picture as I sat on the steps.
