Using the phrase, "Look at the blue dolphin." to divert everyone's attention away?

I was told this pertaining to diverting everyone’s attention from what that person is doing wrong. Example:

The people around here love to point out the blue dolphin.

That way the focus is off of them because everyone looks away at something else.

Any info on this? Or has anyone ever heard of it?
