Using the definitive form of the verb for describing something that already happened

Is it wrong to use the infinitive form of a verb when listing things that already happened?
I seem to remember seeing this kind of usage, but I’m not sure it makes sense.

For example, sending an email updating on things that happened during the past week:

Updates:
- John to join the team.

When, in fact, John already joined during that passing week?
