This is strictly speaking not about English Language usage. I think you need to think about the point of bullet points. They are supposed to make it easier to follow a list. This way of listing makes it harder. Your list is supposed to make it easy and quick to read for the users. Your use of numbers and sub-numbers and sub-sub numbers actually makes the information harder to find. Billy Greer, needs to find his responsibilities at a glance. He can do this by looking for his name.

Since it is organised by names, give light and air by separating in paragraphs.

You can control even how widely spaced the items are. In general, numbering is only need in a list if the the items need to be referred to by number in some other part of the document or in other documents, which does not seem to be the case here.

Similarly, neither the main Heading, 'PURPOSE' nor the text that comes immediately after it seems to need either numbers or bullet points.
