Preterit regular form pronounced like in the word "dead"

Sometimes I hear the termination of the preterit of regular verbs pronounced like in the word "dead".

Example : loaded pronounced "low dead"

Is that a legitimate pronunciation? Which region pronounces like this (other than the French)?
