How to punctuate perceived dialogue - e.g. she gave him a look as if to say

I want to know how to treat dialogue that is only perceived. E.g. She gave him a look as if to say, “be quiet”

Obviously this isn’t actual dialogue so should the “be quiet” be in speech marks? Or single quotes? Italics maybe?
