The internet seems to have both examples, although the first is less common than the second one. Is there a difference in meaning or style? Does any one sound odd to a native speaker?
For example:
Deciding on introducing reforms in the country.
vs
Deciding on introduction of reforms in the country.
"Deciding on introduction of reforms in the country." means to decide on the the noun; introduction, that is, what introduction to use.
"Deciding on introducing reforms" is closer to the intention which is to introduce and discuss reforms. It means they have decided to introduce reforms.
