The answer is Choice A.
Let's go through each answer to see why they are right/wrong.
Choice B: this is incorrect because the writing process is not a skill.  Furthermore, it is incorrect because a receptive skill is one that does not require the formulation of language (e.g. listening and reading).  Obviously, writing requires the formulation of language, so it is not a receptive skill.
Choice C: this is incorrect because the writing process is not an ability.
Choice A (correct): this is the correct answer because the author writes about organizing your thoughts, shaping your sentences, gradually processing your words, etc.  This is what outlining ideas is, so choice A is correct.  Moreover, the writing process is a practice.
