Can I say

….can lead to improvements at a collective level

or should it be the following?

…can lead to improvements on a collective level

Which one is the correct preposition in this case?

One Answer

Either one works and sounds natural to native speakers. (I would provide sources but I'm not sure if there are any for specific uses of prepositions).
