Adverbial clause & subject

I was reading through a book when I came across this sentence:

But looking at the disastrous state of the kitchen, hopefully what she’s making won’t turn out to be so… staggering.

The adverbial clause "looking at the disastrous state of the kitchen" is describing the speaker, but can it stay there and the people reading it would understand that it’s describing the speaker without the presence of a "I" as the subject of the sentence?
