Is the first Linear layer in Pytorch considered as the input layer?

For example:

nn.Linear(100,50)

You have 100 input features and 50 outputs. Would this be considered as the input layer or already as a kind of second layer?

The problem: I don’t want to apply dropout to the input layer so I am not sure how should I look at this.
