How to create a Question bank out of several Question papers?

I have many questions papers. I want to extract all the questions out of them so as to create a question bank. The issue is that all the question papers are not in the same format.

I tried using Google Cloud Vision API but it is not giving satisfactory results.

Any OCR and/or Machine Learning techniques you would recommend?
