How does fusing operations lower accuracy for machine learning models?

In this talk the speaker Sachin Joglekar mentions that it’s important to consider tradeoffs when choosing delegates for optimizing Tensorflow Lite. One of the tradeoffs he mentions at 10:14 is that accuracy is lower when many operations are fused. Why would this be the case?
